From the 9 May 2011 all users of the sites will be required to provide proof to site staff that they live in one of the ELWA boroughs – a current Council Tax bill or driving licence – in order to dispose of their waste free of charge. If one of these forms of ID are not presented a charge (cash only) may be made to access the site.

Is using a man and van to take rubbish classed as trade waste?

according to surrey council-
“2.4 I have hired a Man and Van to get rid of my rubbish – can he have a permit?
No. As soon as you give your rubbish to another person or company and pay for them to take it away, it becomes trade waste and cannot be taken to the CRCs (Tips) for free. Trade waste must be taken to a transfer station where the waste can be weighed and paid for.”
barking and dagenham definition of trade waste-
“Trade waste includes anything not from a household, whether or not for profit. Whilst it is free to dispose of household waste, any waste that is not from your house or has been produced through the activities of a business will be subject to charges.”
However,most tips that allow vans class your rubbish as household waste if you own the van or you hire a van from a van hire company.When you book a man and van i would assume that if you load yourself and travel with the van then its household waste.Unfortunately i dont expect any time soon for councils to make the same assumption.

If you are using someone else’s van you must insure that the van has
not been used in the last 6 months to tip more than 250kg.this seems to be some unofficial rule agreed between the council and the private contractors.dont expect to see this policy written anywhere on mertons
website.(where does that leave van hire?)

“If you are a resident with a van or trailer there is a restriction of up to 250kgs of waste brought in every 6 months, and a charge will be made to dispose of any waste in excess of this limit. For separated recyclables, no charge applies.”

if you hire my van and want something taken to the tip,be warned.many london councils will charge you a tipping fee.by paying me many councils will class you as trade waste even if you are a resident.if you are a builder dont even ask me if we can tip for free.

“Household waste
If you are a resident, you can leave your household waste at the recycling centre free of charge – contact details on the right.
If you use your own van to deposit your own household/domestic waste at the recycling centre, there is a limit of three free tips per year from your first tip (not a calendar year).
You will need to provide proof of identity and proof you live in the borough of Harrow. This could be in the form of two ID’s e.g. council tax bill & driving licence and or the hire agreement for a hired vehicle.
If the waste is a result of any work e.g. building work , gardening work etc that has been carried out by a contractor or your waste is being transported by other persons a (man with a van) you are not entitled to a free tip and we will make a charge at the current price per tonne.
Trade/commercial waste from a business or commercial venture is chargeable whether transported to the centre in a van or car.”
This however doesn’t make clear what happens if you travel with the Man and Van.Does it then come under harrows hire agreement rules?
